We were able to match the random static with error messages in the /var/log, it turned out. What we were able to determine is that there was an issue with the digium driver and asterisk regarding timing that was causing this. We have checked the network and it seems to be in good order. It happens randomly and usually only for a few seconds (just long enough to annoy users).
